Position Description:

The Financial Markets Expert will join the USAID Financial Sector Transparency Activity (FSTA) project to support implementation of a securities retail market at the Ministry of Finance (MOF). The securities retail market is intended to allow the MOF to sell government securities directly to retail investors. The Expert will bridge the gap between the software provider and business users, relying on existing or new processes within beneficiary institutions. He/she will work closely with international experts and local team members of FSTA to define requirements for the retail market, and launch its implementation.

 

Qualifications:

  • Bachelor’s degree in economics, finance or computer sciences
  • At least 5 years of experience in finance or banking
  • Good knowledge of Moldova’s capital markets and financial instruments available for trade
  • Strong understanding of government’s bonds market, and the role each institution plays (MOF, National Bank of Moldova, Central Securities Depository etc.)
  • Experience in implementing IT solutions in a financial institution considered an advantage
  • Strong communication skills both written and oral
  • Strong Romanian and English language skills. Good knowledge of Russian language required.
  • Ability to work in an all-online environment, participating in virtual meetings, and organizing on-line roundtables/workshops
  • Ability to interact directly and independently with clients, consultants as well as senior government officials

 

Key Responsibilities:

  • Work as part of a team of international and local experts to provide support in implementation of the securities retail market;
  • Act as a key interface between users and the project manager, gather information, document processes, and confirm the final documents with users of the acquired software solutions;
  • Work closely with the IT experts and FSTA on the issues related to the procurement and implementation of the retail market platform;
  • Assist international and local regulatory team members to develop the Request for Proposals for the retail market platform;
  • Evaluate business processes in beneficiary organizations while defining requirements, uncover areas for improvement, and provide recommendations for enhancing internal processes;
  • Evaluate business risks on an ongoing basis and provide recommendations to address these in a timely manner; and,
  • Provide support and written documentation to the team.

 

Deliverables

  • Review the retail market concept paper proposed by FSTA and provide inputs in order to improve the final documentation;
  • Support the IT Expert in developing the Request for Proposals for the retail market;
  • Assist the MOF in designing the retail market, setting up the necessary processes to ensure all envisaged functionalities are supported;
  • Lead roundtable discussions with relevant stakeholders to build consensus support for the retail market;
  • Prepare a work plan during the first of week of the assignment and submit weekly reports throughout the assignment.

 

Period of Performance

The level of effort is 40 days. The period of performance will start in September, 2021 and end in December, 2021.

 

Reporting

This position reports to the Program Manager and Country Representative and will cooperate closely with the IT expert and the local regulatory expert.
